<p><strong>Deputy Country Director REF INT5175</strong></p>
<p>The Role You will work closely with the Country Director, to develop, coordinateand deliver agreed plans and strategies that will have a big impact on our work in Indonesia. You will be part of the country management team in thinking strategically and planning ahead by taking into consideration future in-country developments, seeing to it that we?re maximising our resources and efforts, and making necessary changes along the way. You will be the senior point of contact on partnerships development with the government at the national level as regards our operational work. You will support the Country Director in building relationships with the official authorities, donor agencies, a whole host of national and international organisations and local communities by creating strong links and establishing Oxfam as an influential agency.</p>
<p><strong>The requirements</strong></p>
<p>We? re looking for an Indonesian with experience in developing and managing large-scale programmes within the development and humanitarian sectors. You will have significant experience in leading and motivating teams, driving change and inspiring others to make a real difference. You need to have clear communication abilities and strong influencing skills to facilitate planning and organisational decision-making. You will readily oversee the day-to-day challenges that come from a role like this from budget management to staff development. You?ll have the credibility to positively represent Oxfam at all national levels and internationally, and be analytical, flexible and fluent in English.</p>
<p><strong>Gender Justice Monitoring Evaluation and Learning Coordinator REF INT5177</strong></p>
<p>The Role In recent years Oxfam?s focus is on women?s economic and political leadership, livelihoods and economic development, and humanitarian assistance and protection. You will develop guidelines and quality resources that can motivate, improve capacity and assist Gender Justice (GJ) programme staff and partners in carrying out their MEL responsibilities. You?ll produce and assist GJ partners on identifying areas of progress and improvement on gathered data that will helps us make a bigger difference. You will also coordinate, facilitate and participate in monitoring visits of Gender Justice activities by government and donors. We expect you have demonstrated experience in qualitative and quantitative data collection and analysis, and to be innovative and up to date on issues on development of gender justice by providing sound recommendation to management on influencing opportunities.</p>
<p><strong>Monitoring Evaluation and Learning Coordinator REF: INT5179</strong></p>
<p>The Role In line with our objective to ensure innovative and quality programmes which are shared across all Oxfam programmes, affiliates and partners, you will provide technical leadership on MEL. You will support the Country Programme Development and Funding Coordinator, to provide technical advice on MEL across all other programmes, and ensure their successful implementation through effective coordination and capacity building that will have a big impact on our work in Indonesia. You will support the country programme staff in identifying key issues on programme quality and ensure the development, coordination and implementation of our MEL framework. We?ll expect you to assist partners and area managers in analysing data for improvement and conduct partner?s capacity building assessment in relation to MEL.</p>
<p><strong>The requirements</strong></p>
<p>To meet the challenge of two MEL coordinators, you need to be strong and innovative thinker. You will be an experienced monitoring evaluation and learning professional in the humanitarian and development sectors with significant experience in motivating teams, driving change and inspiring others to make a difference. You need to have high level analytical skills which will be critical in shaping and defining the long term MEL framework of Oxfam?s Indonesia programme. You will have strong communication abilities and excellent influencing skills to facilitate training and workshops. We expect you to have a clear understanding of evidence-based work and turning data into practical tools. You?ll have the credibility to gather information and learning from various channels which can be used by Oxfam or representation at all levels. Fluency in Bahasa and English is essential</p>
<p><strong>Reporting Officer REF INT5178</strong></p>
<p>The Role You will work with the country programme development and funding coordinator in planning and developing high quality concept papers, programme proposals and budgets which are successful in securing funding from a variety of donor agencies. You will provide support to the programme teams to produce high quality reports, case study and learning documents ensuring compliance, timely and accurate donor reporting requirements. You will be in charge of funding database administration and you?ll support your manager to build a strong portfolio of programmes and relationships with a diverse range of donors. You will provide administrative support to country leadership team and be in charge of organizing their meetings and teleconferences.</p>
<p><strong>The requirements</strong></p>
<p>You?ll bring us a solid background in writing high quality reports and you?ll know all about funding and development. We expect you to analyse information and prepare good quality reports/materials and come with an understanding of INGO programming and donor relations. Fluency in written and spoken English is absolutely essential. You?ll have sound judgement, flexibility and initiative as well as strong numerical, analytical and time management skills.</p>
<p><strong>Finance Officer REF INT5176</strong></p>
<p>The Role Accuracy and integrity of the financial data recorded in its Management Information Systems is integral to Oxfam success in achieving its objectives in Indonesia. As Finance Officer, you would be tasked with ensuring that financial transactions are recorded in an appropriate and transparent way. To achieve this, you will lease with Oxfam affiliate on all finance and accounting grant budget management and work closely with country based finance manager and staff to ensure the appropriate application of organisational policies and procedures. In addition, you will be the main contact point of Oxfam affiliate on statutory and regulatory requirements and would be responsible for understanding and communicating these requirements to ensure that Oxfam is fully compliant with all external regulations. You would report to the Finance Manager with matrix management from Oxfam affiliate representative.</p>
<p><strong>The requirements</strong></p>
<p>We are looking for an experienced finance professional with strong self motivational skills and a very high attention to detail. You should be well versed in the field of Financial Accounting and be able to demonstrate a highly organised and participatory way of working. You?ll have good written and verbal communications skills, with an ability to simplify complex concepts both verbally and orally in order to influence others. Knowledge in computerized accounting systems and database programs is essential.</p>

The project is funded by the U.S. Agency for International Development (USAID). It is a full time position based in Jakarta. the candidate is expected to start immediately, and will be for a period up to September 30, 2014.</p>
<p><strong>FINANCE OFFICER (code FO)</strong></p>
<p>General duties and responsibilities including:</p>
<ul>
<li>Recording and book keeping of necessary financial documents</li>
<li>Preparing monthly financial forecasting</li>
<li>Assisting the pre-award assessment activities for potential grantees</li>
<li>Processing all advance request and settlement</li>
<li>Reviewing grantees financial report and providing technical assistance as needed</li>
<li>Reviewing vendor and subcontractor cost proposals and invoices</li>
<li>Assisting the monthly financial report preparation</li>
<li>Other duties as assigned</li>
</ul>
<p>Finance Officer shall have the following minimum set of qualifications:</p>
<ul>
<li>Bachelor degree in accounting</li>
<li>5 years related professional work experience in accounting and financial reporting</li>
<li>Familiarity with the work and operational procedures of U.S. Agency for International Development (USAID)</li>
<li>Experience working with U.S. Agency for International Development (USAID) projects is preferred</li>
<li>Experience working and providing technical assistance to grantees is prefered</li>
<li>Strong interpersonal and communications skills, and experience in supporting senior project management staff and foreign corporate accounting operations</li>
<li>Demonstrated experience in managing administrative processes</li>
<li>Working pro-actively to identify and solve problems, and work on multiple activities simultaneously in meeting deadlines while maintaining a high quality of work</li>
<li>Ability to effectively communicate verbally and in writing in both Bahasa Indonesian and English</li>
</ul>

Save the Children has worked in Indonesia since 1976 to promote health and nutrition, education, child protection, livelihoods, and emergency preparedness and response. Save the Children has grown enormously in the country and today we operate in 13 provinces across Indonesia. Our program approach now brings long term and sustainable benefits to more Indonesian children and we work to establish effective, self-sustaining approaches to issues related to child protection, health, education, livelihoods, emergency response and disaster risk reduction. Save the Children partners with children, communities, local organizations and the government of Indonesia to transform the lives of Indonesia children and their families. Currently Save the Children has an immediate need for experienced staffs to be part of our Maternal and Child Health Integrated Program (MCHIP) Team and will be based in Jakarta.</p>
<p>MCHIP&#8217;s global strategy is to accelerate the reduction of maternal, newborn, and child (MNCH) mortality in 30 USAID priority countries. In Indonesia MCHIP, a consortium led by JHPEGIO, aims to accelerate the reduction of maternal neonatal morbidity and mortality toward achievement of MDG&#8217;s 4 and 5. The program objective is to increase utilization of quality district based integrated MNCH services, and practice of health maternal and neonatal behaviors. This project that runs through October 2012 will achieve its objective by improving practices at the community level, improving clinical services from along the home to hospital continuum and improving management of the district health system. MCHIP will work and within the districts of Bireuen, Kutai Timur and Serang. Save the Children is responsible for the technical on newborn health and community programs, as well as program implementation for District Bireun.</p>
<p>The position we are looking for, as follow:</p>
<p>1. Program Officer Midwife MCHIP (code: POM MCHIP), 1 post, based in Bireun</p>
<p>The post holder is responsible for ensuring that health activities are implemented with closely coordination with technical specialist and health providers, according to MCHIP work plan. In addition s/he will be responsible for supervision of health activities in community and health facilities.</p>
<p>Job Responsibilities:</p>
<ol>
<li>Collect, record and maintain all basic health situation including cadre, midwife, community mapping and KKD</li>
<li>Provide support to HFS to improve health facilities by organizing all logistics and administration related to trainings/workshops/meetings, collecting data as needed from puskesmas, ensure good communication with health facilities</li>
<li>Prepare monthly activity plans for the SBMR monitoring and follow up in collaboration with the Health Facility Specialist</li>
<li>In collaboration with the Hospital, Puskesmas and Village Midwife to review and update performance indicators for the SBMR Tools</li>
<li>Support the process of SBMR &#8211; Standards Based Management &#8211; Recognition for hospital, Puskesmas and community midwives</li>
<li>Conduct On the Job Mentoring and follow up on each RS and Health Centre to strengthen the capability of clinical staff and others staff in each institution based on the standard</li>
<li>Build and maintain relationship with key stake holders, DHO, government, health providers, other institution to ensure all stakeholders support MCHIP program,</li>
<li>As requested by DPM support visits from Jakarta based staff, international visitors, members of Multi Agency Working group and others as required</li>
<li>Complete monthly report and tracking according to MCHIP and SC requirements for submission to DPM</li>
<li>Maintain detailed and regular M&amp;E documentation</li>
<li>Conduct regular monitoring visits to selected villages and health facilities according to agenda set up by specialist in collaboration with DPM</li>
<li>In cooperation with specialist provide an site coaching to ensure new knowledge and skills are utilized as per MCHIP design</li>
<li>Ensure all stakeholders at community and facility level have access to project references material.</li>
<li>For all workshops/trainings/meetings ensure smooth operation of all financial and administration requirements including advance, PR and expense claim</li>
</ol>
<p>JOB REQUIREMENTS (Education, Experience and Skills):</p>
<ul>
<li>Having doctor of medicine or nurse educational background, midwife is preferable</li>
<li>Having a minimum of 3 years of managing MNCH programs with significant experience in implementing health programs, particularly MCH, working for and with DHO and government, including reporting and M&amp;E</li>
<li>Experienced in knowledge transfer to and capacity building of health providers</li>
<li>Having a strong communication skills with good reporting skill</li>
<li>Good skills in health facility monitoring and evaluation</li>
<li>Strong relationships with local government and other partners</li>
<li>Ability to communicate in local language</li>
</ul>
<p><strong>2. Finance Officer MCHIP (code: FO MCHIP), 1 post, based in Bireun</strong></p>
<p>The post holder is responsible to maintain effective financial system, supporting the program activities functional of MCHIP program and related to USAID funding management system, rely on save the children Policy and procedural.</p>
<p>Job Responsibilities:</p>
<ol>
<li>Ensure the completeness of document payment before recording to financial vouchers.</li>
<li>Prepare financial voucher for recording every transaction and ensure the correctness of budget code and charging</li>
<li>Provide MCHIP monthly finance report to Country office according to HO procedures and meet the deadline</li>
<li>Reviewing Bireuen sunlight report in term of minimizing error in coding and charging</li>
<li>Prepare monthly bank reconciliation report according to C.O. requirement and submit within sunlight report including scanning file of bank statement to Country Office</li>
<li>Prepare monthly cash projection and submit to Country Office</li>
<li>Prepare monthly preliminary BVA to District Program Manager for monitoring over/under spent budget</li>
<li>In coordination with logistic, admin and program staffs to monitor cash advance register, daily cash position and petty cash transaction</li>
</ol>

Since 15 May 2009, Hivos is running the Indonesia Domestic Biogas Programme (IDBP), funded by the Dutch government. This programme is undertaken in close cooperation with SNV Netherlands Development organization.<br />
The overall objective of the Indonesia Domestic Biogas Programme is to disseminate domestic bio-digesters as a local and sustainable energy source through the development of a market oriented sector in selected provinces.<br />
A Finance Officer (FO) will be recruited with the main responsibility for day to day activity in the finance and accounting administration. S/he works under the close guidance of the Programme Manager.<br />
A.    Responsibilities and tasks:</p>
<ol>
<li>To assist IDBP Programme Manager in carrying out financial administration works in compliance with Hivos RO-SEA Finance Standard Operations Guideline.</li>
<li>Manage IDBP Program Accounts, including checking and assessment of the programme budget based on documentation;</li>
<li>Set up accounting program systems as required by Hivos Head Office and other relevant (financial) management information systems;</li>
<li>Assist in developing Standard Operating Guidelines related to financial and accounting management;</li>
<li>Provide input for procedures in the Hivos Quality System on financial management;</li>
<li>Ensure adequate use of and manage the office accounting system in relation to IDBP;</li>
<li>Prepare annual programme audits and assist in case of office audit of the Southeast Asia Hivos Regional Office;</li>
<li>Prepare Annual Financial Reports, semi-annual forecasts and other financial reports as requested by the Programme Manager and/or required by the IDBP contract;</li>
<li>Monitor the programme budget and provide a monthly expenditure status report to the Programme Manager;</li>
<li>Review work done by the Finance Assistant at NBPSO and the officers responsible for financial reporting at the PBPOs .</li>
<li>Review the monthly financial reports submitted by PBPO and provide feedback as needed;</li>
<li>Advice the Programme Manager and other IDBP staff on financial and accounting, internal control, risk management and other relevant matters;</li>
<li>Manage the cash flow of the programme;</li>
<li>Perform related functions as required</li>
</ol>
<p>B.    Qualifications:</p>
<ol>
<li>Experience in financial budgeting and reporting activities;</li>
<li>Good knowledge and experience in procurement and accounting procedures;</li>
<li>Proficiency in computer-based programs (MSOffice) and advance level in finance or accounting software;</li>
<li>Experience in financial management of development projects/programs on humanity related concerns;</li>
<li>Experience working with internationally-funded NGOs or similar agencies</li>
<li>Prior experience as Finance Supervisor / Officer / Manager preferably;</li>
<li>Experience in financial management of development projects/programs;</li>
<li>Able to work independently and take initiatives, but also be a team worker;</li>
<li>Good command of English.</li>

<p><strong>Coordination</strong></p>
<p>The Micro Finance Officer (MFO) will coordinate closely with the Programme Development Officer and the Programme Manager of IDBP. S/he will also liaise directly with IDBP officers, especially the Provincial Coordinators, in the regional offices and work with them in mapping and approaching potential Lending Partner Organizations. The MFO will also work together with the RABO Bank Foundation,  RABO Bank itself and other banking institutions where deemed appropriate.</p>
<p><strong>Main responsibilities and Job description of the Micro Finance Officer (MFO)</strong></p>
<ol>
<li>Review of Indonesia Domestic Biogas Programme documents to get familiar with the programme;</li>
<li>Study the credit component of the Indonesia Domestic Biogas Programme and other relevant documentation;</li>
<li>Meet with Indonesia Domestic Biogas Programme staff, partners and potential LPOs (Lending Partner Organizations) and discuss credit options;</li>
<li>Identify, in cooperation with regional Indonesia Domestic Biogas Programme teams, MFIs or other financial institutions which have potential as Indonesia Domestic Biogas Programme Lending Partner Organisation (LPO);</li>
<li>Cooperate with Indonesia Domestic Biogas Programme teams in explaining the benefits of the programme and the potential role of and benefits for the MFIs in the programme;</li>
<li>Support Indonesia Domestic Biogas Programme and the RABO Bank Foundation (RBF) in collecting documents of potential LPOs;</li>
<li>Follow up the process of engagement with potential LPOs until the organization is a full partner and, where needed and/or possible, has a credit mechanism in place;</li>
<li>Be actively involved in finding MF solutions and provide MF-related services contributing to the success of the Indonesia Domestic Biogas Programme and enhanced access to micro-finance by biogas users;</li>
<li>Provide recommendations to Indonesia Domestic Biogas Programme, RBF, government and/or other stakeholders with regard to the provision and establishment of Micro-Finance services for biogas users;</li>
<li>Assist the Indonesia Domestic Biogas Programme and associates in meeting with potential MF actors and ensure follow-up as deemed necessary by the programme;</li>
<li>Provide additional services as requested.</li>

<li>Memeriksa setiap permohonan pengajuan budget untuk keperluan operasional manajemen dan kegiatan program.</li>
<li>Secara keseluruhan bertanggung jawab atas kegiatan lalu-lintas keuangan setiap harinya besama-sama Assisten Keuangan dan Administrasi.</li>
<li>10. Mempersiapkan dan mendampingi audit tahunan YRDPI untuk laporan keuangan kelembagaan. Yang akan digunakan sebagai pertanggungjawaban, baik secara internal maupun ekstenal.</li>

<p>Kualifikasi dan Pengalaman</p>
<ol>
<li>Diutamakan Perempuan, usia 26 – 38 tahun.</li>
<li>Pendidikan minimal S1 Sarjana Akuntansi</li>
<li>Memiliki pengalaman kerja di bidang keuangan, minimal 3 tahun di NGO lokal dan Internasional.</li>
<li>Memiliki kemampuan berkomunikasi yang baik</li>
<li>Memiliki kemampuan berorganisasi yang baik dan mampu memenuhi target kerja.</li>
<li>Pro-aktif, fleksible dan memiliki kemampuan bekerja dalam tim</li>
<li>Memiliki kemampuan adaptasi yang baik dan mampu bekerja dalam lingkungan multi-bahasa dan lintas budaya.</li>
<li>Memiliki komitmen yang tinggi terhadap tujuan umum dan capaian objektif YRDPI dan memiliki sensitifitas gender, disabilitas, kesetaraan dan kesempatan yang sama dalam seluruh aspek kerja YRDPI.</li>
