			<content:encoded><![CDATA[<p>The American Red Crosshelps vulnerable people around the world to prevent, prepare for and respond to disasters, complex humanitarian emergencies and life-threatening health conditions. It is a member of the International Federation of Red Cross and Red Crescent Societies(IFRC) and works closely with Palang Merah Indonesia (PMI).</p>
<p>Currently the American Red Cross has programs in Aceh, Central Java and West Sumatra, with new programming planned for JABODETABEK, West Java and Central Java. The American Red Cross American Red Cross Program   works with the Indonesia Red Cross (PMI) focuses on four main program areas: Disaster Management, Health, Organizational Development and Water &amp; Sanitation.</p>
<p>The American Red Cross is currently seeking a qualified candidate to fill the position, as described below: <strong>Finance Manager</strong></p>
<p>The position is based in Jakarta with an expectation to travel 10-15% of the time. This position offers a competitive compensation package with 12 months contract (extendable) and opportunity to grow professionally.</p>
<p>Standard Function Description</p>
<p>Under the supervision of the Country Representative and close coordination with Director of Finance in American Red Cross Head Quarters, the Finance Manager will be responsible for the daily operations of the finance function and providing financial expertise in support of the overall program strategy of the Indonesia delegation. The Finance Manager’s responsibilities include general accounting controllership, financial management, analysis and reporting, treasury, and associated fiduciary functions of the American Red Cross operations in Indonesia.  The Finance Manager will also provide accounting and financial management capacity building support and technical expertise to PMI (Indonesian Red Cross) in support of its significant programs in Indonesia.</p>
<p>Duties and Responsibilities:</p>
<ol>
<li>Supervises the maintenance of financial accounts and records; prepares monthly, quarterly and annual financial reports as required;</li>
<li>Ensures the proper receipt, safeguarding, disbursement and management of all funds handled by the delegation; reviews, modifies, initiates and implements internal control procedures in coordination with Country Representative and Headquarters;</li>
<li>Coordinates the preparation of the delegation operating budget; reviews budget submissions, monitors expenditures against budget allotments and reports on variances;</li>
<li>Ensures that the provisions of the Finance Policies and Procedures Manual issued by the Headquarters are complied with throughout the delegation and are supplemented locally to the extent necessary;</li>
<li>Assists and advises program staff and senior management on financial matters;</li>
<li>Serves on delegation committees involving financial matters, including the Contracts Committee and Tender Opening Committee;</li>
<li>Responsible for resolving complex problems and providing recommendations to the Country Representative.</li>
<li>Ensures compliance with necessary legal and statutory financial reporting in country, recommending change to procedures where required.</li>
<li>Provides training and guidance to field and partner finance staff to develop and enhance partner’s financial system</li>
<li>Performs any other job-related duties as required.</li>
</ol>
<p>Qualifications:</p>
<ol>
<li>University degree in business administration, finance or accountancy</li>
<li>At least 5 years experience in finance and accounting at a supervisory level, preferably with an international organization/NGO, or a professional services firm</li>
<li>Preferably Certified Public Accountant, with Audit experience a plus</li>
<li>INGO and/or Red Cross  experience</li>
<li>In-depth knowledge of accounting standards and finance principles, including budget development and financial administration of resources</li>
<li>Knowledge of general rules and regulations governing the compliance/regulatory management of grants.</li>
<li>Demonstrated ability to work with word processing, spreadsheet and accounting software including the creation of reports.</li>
<li>Demonstrated experience and skill with financial analysis, reporting preparation and presentation and the proven ability to translate technical financial data into informative reports.</li>
<li>Effective verbal and written communication skills, including high-level interpersonal and representational capabilities; fluency in written and spoken Bahasa Indonesian and English essential.</li>

IIE, in collaboration with IIEF, is seeking candidates for multiple positions for the anticipated Timor-Leste Development Scholarships and Higher Education Program (DSHEP), funded by USAID. All position is contingent on IIE being awarded the RFP, and USAID approval of the proposed candidate.</p>
<p>Program Planning and Development Specialist</p>
<p>The Program Planning and Development Specialist will manage and supervise the selection, admission, visa application and placement of the scholarship program. They will serve as liaison between existing stakeholders and NGOs to establish an Alumni Association. The Specialist will manage the overall training budget and all programmatic activities.</p>
<p>The ideal candidate should have minimum of an advanced graduate degree or equivalent work experience. They will at least have 7 years of relevant work experience in identifying and placing participants in appropriate training programs, with a minimum of two years of managerial or team leader experience. The specialist will have an excellent understanding of the unique needs of participants coming from geographically diverse regions, rural areas, and underserved populations. A demonstrated ability to work collegially and productively with a variety of partners and stakeholders is essential. English language fluency a must with proficiency in Tetum, Bahasa, and or Portuguese preferred.</p>
<p>We also seek candidates for field office support staff with the following qualifications:</p>
<ul>
<li>Minimum of 5 years of relevant work experience</li>
<li>Advance graduate degree (S1/S2) or equivalent work experience</li>
<li>Experience working with educational institutions in Timor Leste</li>

<p><strong>4. Finance Manager</strong></p>

<li>Experience in setting up and manage project financial and accounting systems</li>
<li>Monitor budget, prepare and manage monthly financial statements and forecasts, and maintain cash flow projections, including bills payable</li>
<li>Stay up-to-date with current financial regulations, including tax liabilities</li>
<li>Track component expenditures per USAID funding sources</li>
</ul>
<p><strong>5. Administration Manager</strong></p>
<ul>
<li>Experience in setting up and manage project standard operating procedures</li>
<li>Familiar with procurement procedure</li>
<li>Ensure staff compliance with time and expense policies and procedures, including timely and accurate time and expense report submissions</li>
<li>Support human resource management activities including confidential maintenance of all personnel files and development of HR templates, tools, processes, and policies as necessary</li>

<p><strong>6. Program/Administrative Assistant</strong></p>

<li>Experience in administrative area</li>

<p>The Finance Manager, as part of Country Management team, is responsible for the overall financial management of the organization. The role requires the individual to be committed to Greenpeace’s values and be able to participate and contribute actively in our international working environment, with people from different cultures who are based in different locations.</p>
<p>The person filling the role should have the ability to work independently, be able to take the initiative and make decisions and show attributes to manage and prioritize numerous tasks simultaneously whilst working to tight deadlines.</p>
<p>The following are the key area of responsibilities:</p>
<p>1. Financial Compliance</p>
<ul>
<li>To ensure that our operations in Indonesia are compliant with all Indonesian Financial, Accounting and Taxation legislation. This will include, but not be limited to:</li>
<li>Ensuring the correct taxation returns and reports are submitted to the Revenue Department.</li>
<li>Ensure the office is maintaining accounting data and documents as required by Revenue Department and/or other government unit.</li>
<li>Ensure all payments made are supported by valid documents and comply with rules and regulations as dictated by Indonesian law and regulations.</li>
<li>To ensure that our internal controls are strong and functioning correctly</li>
<li>To ensure GPSEA Financial Standard Operating Procedures (‘SOPs’), as well as other related procedures/policies (procurement policy, asset management, staff loan, staff advance) are adhered to in Indonesia.</li>
<li>To ensure that all payments comply with approved budget request and SOPs.</li>
<li>To work with the Organizational Support Director and Regional Finance Manager to improve and strengthen financial systems and internal controls.</li>
<li>To lead and manage the interim and year end statutory audits.</li>
</ul>
<p>2. Financial Management</p>
<p>Planning</p>
<ul>
<li>To lead and manage the Indonesian financial planning processes and assist the Organizational Support Director to complete the Indonesian annual budget and 3-year plan.</li>
<li>Coordination with Regional Finance Manager to ensure completeness of Indonesia quarterly budget request (forecasts).</li>
</ul>
<p>Control and processing</p>
<ul>
<li>To lead and manage the Indonesian finance team in ensuring that the accounting records are accurate and reviewed and reconciled adequately (transaction analysis, adjustment transaction, account code and budget code).</li>
<li>To lead and manage the Indonesian finance team in ensuring all transactions are properly and timely recorded and uploaded into SUN system.</li>
<li>Responsible to monitor costs to ensure effective and efficient use of funding.</li>
<li>Responsible for provision of analysis and explanation of the actual results against budget for all areas of the business.</li>
<li>To lead and manage the payroll function to ensure compliance with staff employment contract as well as ensure necessary deductions comply with related law and regulation.</li>
<li>To perform other related duties to ensure sufficient cash to support smooth operations.</li>
</ul>
<p>Reporting</p>
<ul>
<li>Responsible for the monthly and year end book closing procedures in accordance with the finance timetable and SOPs.</li>
<li>Responsible for ensuring that adequate and accurate financial reports are delivered to users in accordance with the finance timetable and SOPs</li>
<li>Responsible to provide reports as required by Greenpeace International such as Audit Questionnaire, International Campaign Audit Questionnaire.</li>
</ul>
<p>3. Departmental Management</p>
<ul>
<li>To lead, motivate and manage own team to ensure the effective performance of the unit and in line with organization aims and objectives.</li>
<li>Responsible to manage own unit budget.</li>
</ul>
<p>4. Other</p>
<ul>
<li>To improve and implement policy and/or program to accommodate Organization Mission, Strategy and Needs.</li>
<li>To be an active member of the Country Management team</li>
</ul>
<p>Qualification and skill specifications:</p>
<p>Required</p>
<ul>
<li>Minimum bachelor degree , more than 5 years experience in similar position.</li>
<li>Recognized Accounting and Business qualification, with a sound knowledge of, Indonesian taxation and financial law.</li>

<p>Changes For Justice (C4j) Project</p>
<p>Chemonics International Inc., a leading international consulting firm, seeks to fill the following long-term, full-time positions for a project funded by the U.S. Agency for International Development (USAID), Indonesia Changes for Justice (C4J). The primary objective of the</p>
<p>C4J project is to improve the performance of Indonesia’s justice system, a prerequisite for good governance and sustained economic growth, through cooperation with the Supreme Court and Attorney General’s Office (AGO) of the Republic of Indonesia.</p>
<p>Requirements</p>
<p>The Financial Manager is responsible for managing the financial accounting operations of the C4J Project’s field office transactions in compliance with USAID regulations and the contract signed by USAID and Chemonics. The position is based in Jakarta.</p>
<p>The Finance Manager will at all times adhere to and act according to the Chemonics Professional Code of Ethics (“Living Our Values”) and will make the principles of the Code a part of the project’s culture and standard operating procedures.</p>
<p>The Finance Manager will ensure that professional and transparent relationships are maintained with all C4J staff, project partners, donors, counterparts, vendors, and others with whom he interacts, throughout the life of the project.</p>
<p>Specific requirements</p>
<p>Work closely with Chief of Party, Deputy Chief of Party, Office Manager, Chemonics home office, finance team, and consultants on financial management issues.Train and manage the work of project bookkeepers.Ensure that project practices abide by US government generally accepted accounting procedures, USAID procedures, and Indonesian law.Work with bookkeepers and other project staff to prepare proper financial documentation, and accurately process expenditures for monthly invoicing to USAID. Liaise with the local bank, reconcile monthly bank statements, and verify all deposits and withdrawals.Collect and review timesheets and process payroll, tax withholding, Jamsostek and all applicable benefits on a timely basis each month.Work with tax accountants in managing and monitoring project accounts. Work closely with Office Manager, Procurement Manager, and SAF/Grants and Subcontracts Manager to ensure compliance with all applicable rules and procedures, and provide guidance as needed in the processing of VAT exemption for the project. Work closely with the Training Coordinator and the Training Specialist to ensure compliance and provide guidance as needed for the proper documentation and coding of training costs.Assist outside auditors as required.Fulfill other financialmanagement functions as required.All other tasks as designated by the Chief of Party.</p>
<p>Reporting</p>
<p>The Finance Manager will report directly to the Chief of Party. He or she will prepare regular oral and written progress reports that demonstrate the status of project financial operations, as well as other reports as required.</p>
<p>While the Finance Manager reports to the Chief of Party, he or she is expected to work closely with the Deputy Chief of Party, who will review the monthly financial reports before they are submitted to the Chief of Party.</p>
<p>As teamwork is crucial to the success of the project, the Finance Manager will be expected to coordinate work with other technical, managerial and administrative C4J staff, as per direction from the Chief of Party.</p>
<p>Qualifications and Salary</p>

<p>Standard Function Description:<br />
Under the supervision of the Program Coordinator and/or Country Representative, the Finance Manager will be responsible for the daily operations of the finance function and providing financial expertise in support of the overall strategy of the delegation. The Finance Manager’s responsibilities include general controllership, financial reporting, treasury, and management functions of Canadian Red Cross (CRC) operations in Indonesia.  The Finance Manager will also provide support and technical expertise to PMI (Indonesian Red Cross) in support of the goal of building safer and resilient communities.</p>
<p>Duties applicable to all staff</p>
<ol>
<li>Actively work towards the achievement of the CRC goals.</li>
<li>Abide by and work in accordance with the Red Cross/Red Crescent principles.</li>

<p>Key Task and Responsibilities:</p>
<p>1.            Cash and bank payments &amp; receipts</p>

<li>Perform regular checks on cash counts, cash and bank reconciliations;</li>

<li>Supervise data entry done by finance officer, including verification of correct coding, dates and descriptions;</li>
<li>Check GP/ACCPAC system balances to supporting documentation (balance sheet accounts)</li>
</ul>
<p>3.            Responsible for overall payroll matters, specially:</p>
<ul>
<li>Check the monthly staff payroll, including all tax, pension funds and other social charges calculations;</li>
</ul>
<p>4.            Financial Management</p>
<ul>
<li>Support budget holders in managing funds and financial assets of the country representation, under the overall direction of the Program Coordinator and Country Representative. This includes: cash flow and cost control management as well as the management of the payments, cashier, bank signatory and payroll functions. Advise Program Coordinator, Country Representative and budget holders on financial matters;</li>
<li>Check the Representations Petty Cash floats and ensure that a float of IDR 5’000’000.00 is maintained at all times.</li>
<li>Monitor the budgets of the delegation and ensure accurate accounting, authorisation and internal control procedures. Investigate and address significant variances with budget holders supported by Program Coordinator and Country Representative;</li>
<li>Prepare the representation’s monthly cash flow forecast, ensuring adequate, but not excessive, funds are available at all times to provide for continuity of operations and services.</li>

<p>5.            Monitor Working Advances</p>
<ul>
<li>Work with PMI counterparts at all levels, delegates and national staff to ensure correct preparation and coding of working advance reports;</li>
<li>Reconcile GP/ACCPAC balances to working advance reports regularly;</li>
<li>Confirm outstanding working advance balances with PMI on a monthly basis.</li>
<li>Monitor and follow up on outstanding balances to ensure timely reporting and clearance;</li>

<p>6.            Month end processing</p>

<p>CRS/Indonesia currently has a job opening for a FINANCE MANAGER to be based in Jakarta. This position will commence on a contract basis but will lead to a permanent position subject to performance. This Finance Manager will currently supervise one Finance Officer and will report to CRS/Indonesia Country Team Leader, s/he will also liaise with CRS Asia Regional Finance Officer and Overseas Finance Team in CRS Headquarters.</p>
<p>This position is a senior management position representing Finance department in executive management. The major job responsibilities are providing overall leadership, guidance and supervision to Finance department in regards with the accurate financial information, management reports, budget management, ensuring the compliance to financial policies, procedures, and donor requirements, and developing a good working capital management system within CRS/ID Country Program.  The position is expected to participate constructively in developing and implementing of country strategy.<br />
Job Responsibility:</p>
<p>Overall management of CRS Indonesia Finance Department, responsible for managing &amp; ensuring the following:</p>

<p>QUALIFICATIONS AND EXPERIENCE</p>

<li>Degree in accounting and financial management or management with major in accounting; a master degree will be considered an advantage.</li>
<li>Minimum of 8-10 years experience in senior finance position. International non-profit organization experience will be an added advantage.</li>
<li>Very good understanding of general accounting principles and practices, audit processes, internal control systems.</li>
<li>Good knowledge of Indonesian Tax regulations.</li>

			<content:encoded><![CDATA[<p>Cardno Emerging Markets manages a number of AusAID-funded development projects in Indonesia. We are preparing to commence a new long-term project in the education sector, which is to be based in Jakarta.<br />
The program will provide technical assistance to the Government of Indonesia to support school-based management of Australian-funded schools and to enhance national and sub-national government management of schools funded by both Australia and Indonesia. The program will be responsible for supporting the development of a nationwide accredited training system for principals, school supervisors and local government education officials. In addition to these services, the program will support the accreditation of Islamic schools, and manage block grants to Islamic schools and designated accreditation support entities.<br />

<p>Finance Manager (SSQ &#8211; FM)<br />
(Based in Jakarta with visits to regional offices in Indonesia)<br />
Qualifications / Experience:</p>
<ul>
<li>Tertiary qualifications in a relevant field with a minimum of five years experience in Accounting.</li>
<li>A bachelor’s degree or its equivalent in Accounting</li>
<li>Minimum 8 years experience in international donor agencies and multinational companies</li>
<li>Able to operate accounting software, MYOB is preferred and MS Excel</li>
<li>Demonstrated experience in the preparation of compliance returns in respect of Personal Income tax, Withholding tax and Value Added tax.</li>
<li>Demonstrated knowledge of Articles 21, 23 and 26 of Indonesian Taxation Law.</li>
<li>Proven ability to deliver high quality outputs on time and on budget.</li>
<li>Excellent communication skills (both English and Bahasa Indonesia) and well-developed interpersonal skills.</li>
<li>Possesses a strong service orientation</li>
<li>Ability to work with minimum supervision in a multi-cultural environment</li>
<li>Fluent in written and spoken Bahasa Indonesia and English</li>
</ul>
<p>Human Resource Manager (SSQ-HRM)<br />
(Based in Jakarta with visits to regional offices in Indonesia)<br />
Qualifications / Experience:</p>
<ul>
<li>Tertiary qualifications in a relevant field or equivalent experience</li>
<li>Extensive experience in the management and implementation of human resource management</li>
<li>Strong organisational, planning and management skills</li>
<li>Demonstrated ability to deliver high quality outputs on time</li>
<li>Good interpersonal skills and commitment to working in a team</li>
<li>Excellent report writing skills and Fluency in Indonesian and English</li>
<li>Commitment to gender and HIV mainstreaming</li>
</ul>
<p>General Affairs Manager  (SSQ – GAM)<br />
(Based in Jakarta with visits to regional offices in Indonesia)<br />
Qualifications / Experience:</p>
<ul>
<li>Minimum 5-7 years of administrative/human resources management of international projects</li>
<li>Bachelor’s degree in management/administration or related field</li>
<li>Familiar with Government of Indonesia’s regulations on manpower, expatriate registrations, visa processing, program administration, etc</li>
<li>Demonstrated ability to establish and start-up project offices, as well as procurement of goods</li>
<li>Excellent computer skills including Microsoft Word, Excel, Outlook</li>
<li>Demonstrated ability to successfully manage and oversee staff managing logistics and administration including travel, general operating procedures, procurement of office equipment, vehicle maintenance</li>
<li>Demonstrated ability to work productively in a diverse, fast-paced environment</li>
</ul>
<p>IT Officer  (SSQ – IT)<br />
(Based in Jakarta with visits to regional offices in Indonesia)<br />
Bachelor’s degree in IT  or related field</p>
<ul>
<li>In or 5 years of experience in IT</li>
<li>Experience/Knowledge in Linux Server Management</li>
<li>Experience/Knowledge in MS Server Management</li>
<li>Experience/Knowledge in managing LAN/WAN</li>
<li> Ability to develop and maintain websites</li>
</ul>
<p>General requirements</p>
<ul>
<li>Proven ability to deliver high quality outputs on time and on budget.</li>
<li>Willing to travel frequently to Regional offices</li>
<li>Excellent inter-personal and general communication skills</li>
<li>Ability to work with minimum supervision in a multi-cultural environment</li>
<li>Excellent command in written and spoken English</li>
</ul>
<p>Duration and Timing of Inputs:<br />
Anticipated start date: late August 2011 for approximately one year with extension by mutual agreement, subject to the requirements of the Team Leader and as approved by AusAID.<br />
