Description Of The Project:
KOTA-II Project (Keep On innovating and developing Tangible Achievements in urban Sanitation: Extension of KOTA I) is partnership project between USAID, Unicef and CARE Indonesia that will be implemented by CARE Indonesia for a period of 2 years in Makassar, Kupang, and Jayapura. The overall objective of the project is to reduce the incidence of water and sanitation related diseases among 50,000 people especially children and women in under-served urban slums in three cities of Eastern Indonesia (Makassar, Kupang and Jayapura) by providing safe water facilities integrated with improved sanitation and promotion of personal hygiene and environmental health. The key activities that will be implemented by the project are:
- Increased capacity of Pokja-AMPL Kota in planning, Budgeting, Data Management & Monitoring;
- To advocate for policy development of WASH sector;
- Access to water and sanitation facility by community living in villages of 3 cities (Makassar, Kupang and Jayapura), espcially, along the river/canal is increased ;
- Level of personal hygiene practices among the slum dwellers including school age children is increased;
- To improve the environmental condition of the urban resettlement areas through the proper garbage disposal, drainage, and solid waste management and composting;
- Increased and more effective participation of women in decision making processes;
- River Basin Commissions (RBC) established; and (8) Increased and more effective participation of children (Formal and non formal school) CBTS promotion through child to child approach.
1. WATER & SANITATION SPECIALIST (WS-K) – 1 Position
JOB SUMMARY :
The Water & Sanitation Specialist will work closely with Community Mobilization Specialist, Institution Developmenr Specialist, Project Officer, Gender consultant and Regulation development consultant.
Responsibilities And Tasks:
- Critically review the guidelines and result of the source suitability assessment carried out in two participating cities in Makassar, Jayapura and Kupang.
- Develop guidelines and manual for Rapid Technical Assessment (RTA) of the existing water and sanitation situation in participating urban sites and provide necessary input and support to all CF’s (Community Facilitator) when requested. The guidelines should include a strategy for appropriate watershed management practices.
- Develop training & design guidelines and manual for improved urban water supply system and sanitation facilities. The guidelines have to include rational for determining public and private components of the improved water supply system and their associated cost;
- Provide input to the analysis of water quality test and suggest remedial measures as necessary. Developed guidelines and manual for water quality testing during and after the project implementation cycle. In cooperation with Community Mobilization Specialist review the experiences of past and current projects regarding the water treatment at village and household level. Compare their effectiveness, cost and suitability for urban settlements;
- Develop a set of technical options and their associated cost and management implications (including operating cost and maintenance requirements) for improved water supply system in urban area based on the available natural resources, physical and geographical conditions in each participating district and the social-economic situation in the participating urban project site;
- Assist each CF’s (Community Facilitator) to select technically, managerially and financially feasible options for improved water supply system for each participating rural and urban site. These options will be presented by CF’s to the community to assist them to make informed choices;
- In-co-operation with Community Mobilization Specialist develop a set of technical options and their associated cost and management implications (including operating cost and maintenance requirements) for household and institutional sanitation facilities;
- Provide necessary technical input into the development of a Community Action Plan, components, preparation of detail design drawings, and cost for non standard components of the improved water and sanitation system;
- Develop guidelines for O & M plan (preventive maintenance and regular maintenance task, their frequency and manpower requirements) and associated cost for improved water and sanitation facilities;
- Develop guidelines for setting water tariffs for use of improved system;
- Develop guidelines and manual for preparation of construction methods, schedule and labor management plan (includes identification of skilled personnel and, if necessary, small contractors) for improved water and sanitation facilities based on communities capacity to construct the improved system. Assist CF’s (Community Facilitator) as required and facilitating the community in preparation of the construction management plan;
- Develop guidelines and manual for construction supervision and quality control;
- Develop guidelines and manual for preparation of Bill of Quantity and standards and specification for construction materials and facility components for improved water and sanitation system;
- Develop guidelines and manual for monitoring constructions activities;
- Develop guidelines and manual for environmental impact assessment of the improved water and sanitation facilities and/or prepare TOR for environmental assessment if consultant is required. Assist in the selecting consultant(s) if required and facilitate their work. Review and comment of the CF’s (Community Facilitator) and/or Consultant reports. Make sure that the suggested remedial measure are technically, financially and culturally appropriate;
- Provide technical advice and recommendations to rural and urban CF’s in both participating provinces during all stages of the project implementation as required.

2. INSTITUTIONAL DEVELOPMENT SPECIALIST (IDS-K) – 1 Position
JOB SUMMARY :
The Institutional Development Specialist will work closely with Community Mobilization Specialist, Water & Sanitation Specialist, Project Officer, Gender consultant and Regulation development consultant.
RESPONSIBILITIES & TASKS:
More specifically the specialist will assist and support the PM in the following activities in the three participating provinces:
- Assist the teams in data analysis of MPA/PHAST/KAP/TRA surveys.
- Review the strategies for mobilization of demand for improved Capacity of local government, CBO & community in delivering WES improvement related services used by various projects and recommend the strategy/ies most applicable to the participating project sites.

- Participate in preparation of feasible and affordable WES services options for Selected project’s areas

- Develop guidelines for assessment and improvement of capacity of local agencies to intervene WES sector.
- Assist the teams to establish and maintain links with the local GO and NGOs.
- Participate in data analysis and provide the necessary feedback into the project process

3. GENDER SPECIALIST (GS-K) – 1 Position
JOB SUMMARY :
The Gender Specialist will work closely with Community Mobilization Specialist, Water & Sanitation Specialist, Project Officer, Institution Development specialist and Regulation development consultant.
Responsibilities & Tasks:
More specifically the Gender Specialist will assist and support the PM in the following activities in the three participating provinces:

4. MONITORING & EVALUATION SPECIALIST (MES-K) -1 Position
JOB SUMMARY :
The Monitoring and Evaluation Specialist will require developing and populating a projects data base and generating reports on the status of established performance indicators. The Monev Specialist reports to the Regional Program Manager.
RESPONSIBILITIES & TASKS:
- Develop routine monthly, quarterly, semi-annual, and annual data collection systems (information to be collected, recording formats, schedules, and who responsible) that record and document observable (both qualitative and quantitative) outputs, outcomes, and impact.
- Designing a “CAR (Collection, Analysis and Reporting Indicator Framework” in coordination with the project team
- Assist in monitoring project indicators as they relate to the overall project design, goals, and objectives.
- Ensure that all indicators meet Donor requirements (e.g. are specific, defined, useful, and measurable with project resources)
- manage the data collection schedules and activities of Information Monitoring & Evaluation Officers and other field staff as necessary, ensuring good coordination between MonEv/MIS and Program Field Staff.
- Oversee the creation of a database system that can easily and accurately input data into the system; Funnel and organize the data; Output the data in forms (such as charts, graphs, tables, maps) that are easily understood and useful to all stakeholders
- Prepare and provide routine/scheduled MonEv reports and ad-hoc reports as required.
- Develop capacity of MonEv and program staff in setting goals and objectives, identifying outputs, outcomes, and impacts, and collecting and using indicator data
- Provide training for the SWASH staff in the MIS procedures, data entry, reporting, and other topics necessary for data collection and the implementation of the monitoring and evaluation activities;
- Develop and produce reports of the monitoring data in a formatprovided by the Program Manager. The reports will be in both English and Bahasa Indonesia;
SUPERVISES : -
QUALIFICATIONS:
- University graduate with S1 in statistics, management, social sciences, or similar discipline.
- Experience: Minimum 5 years in M&E sector, preferably in INGO
- At least 3 year experience in monitoring large projects. This experience should include collecting and coordinating data from remote sites and providing support to staff responsible for monitoring the activities.
- Specific technical skills: strong communication skills with the community
- Have strong data analytical
- Have an advance computer skill (SPSS, MS Office: Word, Access, Excel)
- Ability to work with a team and with minimum supervision
- Fluency in English and Bahasa Indonesia (Verbal and written)
- Demonstrated capacity to work as a team member

5. PROJECT OFFICER (PO-K) – 3 Position
JOB SUMMARY :
The Project Officer will supervise directly the Community Facilitator in city level and will work closely with Community Mobilization Specialist, Water & Sanitation Specialist, Institutional Development Specialist, Gender consultant and Regulation development consultant.
RESPONSIBILITIES AND TASKS:
More specifically the specialist will assist and support the PM in the following activities in the three participating provinces:
- Coordinate project implementation with WES working team (Pokja-AMPL), other related sectors and projects;
- Establish relationships with key project GOI and LNGO, CBO and private partners at municipality levels;
- Supervise implementation of all project components in the related municipalities;
- Participate in selection and supervise Urban Community Facilitators (CF).
- Assist the PM and Pokja-AMPLin securing matching funds from related local GOI, municipal agencies and private sector;
- Coordinate, facilitate and supervise the implementation of the project consultative meetings with municipalities, sub-municipalities and eligible communities during the urban village selection process. Facilitate needs assessment in the eligible areas;
- Review and prioritize Letters of Commitment submitted by communities interested in participating in KOTA project and other related supporting projects initiated in urban areas by KOTA project. Assist Pokja-AMPL in the selections of communities according to the selection criteria and process in an open and transparent manner;
- Determine the training need necessary for the city forums component and other urban village projects.
- Organize regular and annual review meetings with KOTA project key stakeholders to monitor project progress and develop responsive actions for the problem developed.
- Prepare narrative reports for any other urban project implemented as a part of KOTA project.
- Supervise data collection, entry and analysis for the KOTA project component.
SUPERVISES : Community Facilitator

- Have a degree Environmental/Civil Engineering, Public Health and other relevant field
- At least 3 years experience with International NGO and 3 years experience in related technical aspects in urban area

6. COMMUNITY FACILITATOR (CF-K) – 6 Position
JOB SUMMARY :
This position will be responsible to the Project Manager, but technically will be supervised by Project officers. CF will work together with CARE project Staff and other partner to design, planning and implementing activities in community with related institutions.
RESPONSIBILITIES AND TASKS:
- Work with in co-operation with Local Government, opinion leaders, religious groups, and community based organizations (CBOs), etc across the target areas, providing information to the community about WATSAN and its components.
- Organize meetings or events together with the village leaders and or water committee for the purpose of project implementation
- Facilitate and assist community organization to manage WSS and health and hygiene education, reflecting gender equity and poverty targeting principles.
- Build community capacity and assist community in developing the Community Action Plan (CAP), constructing WSS facilities selected by the community, and managing the O&M of the improved WSS facilities. This will include the following:
- Address complaints and questions about the project and help ensure transparency in all project implementation and decision making.
- Monitor and evaluate project activities in community level, in coordination with Monev Officers.
- Provide timely and accurate progress reports for the supervisor and other partners as appropriate
- Monthly Update of Project Activities Reports (Including database, indicator tracking tables, etc)
- Other tasks may reasonably requested by supervisor
QUALIFICATIONS:
- Have a degree Public Health/Environmental/ S1 Civil Engineering
- At least 3 years experience working with international and local non government organizations
- Familiarity with community level participatory approaches
- Proven good ability as a Facilitator
- Facility with Excel and Word
- Demonstrated capacity to work as a team member

7. FINANCE OFFICER (FIN-K)-2 Position
JOB SUMMARY:
The Finance Officer contributes to the overall performance of the sub office by ensuring that all disbursements and receipts are processed correctly and reported on time.
RESPONSIBILITIES AND TASKS:
- Process advances (travel advance and project advance)
- Review and process travel expense report (TER), project expense report
- Process medical payment.
- Write bank transfer letters & cheques.
- Process utilities payments.
- Prepare all procurement payment (PO and Non PO).
- Process cash receipts from Staff and ensuring that they are deposited in a timely manner.
- Cancelling by placing the paid stamp on all documents that have been paid..
- Audit petty cash payments (disbursement) and enter that in Scala after review.
- Manage the petty cash float by ensuring re-imbursements are made on time and disbursements are accounted for properly.
- Prepare bank reconciliation on time.
- Ensuring that where there are errors, adjusting entries are raised to effect corrections.
- Maintaine blank & signed cheques.
- Ensuring that all documents are filed properly and on time.
- Any other duties that maybe reasonably assigned by the supervisor.

QUALIFICATIONS:
- At the minimum, graduate of a 3-year diploma program in accounting, commerce, or business administration.
- For field position, at least two years working experience.
- Ability to work with computers and in particular Microsoft Office like excel and word .
- Ability to work within tight deadlines.
- Ability to work in a multicultral setting.

8. ACCOUNTANT (ACC-K) – 1 Position
JOB SUMMARY :
The position is responsible for some key functions: preparing project financial expenditure reports for projects and programs, providing input to project budget and preparation of cost pool allocation table.
RESPONSIBILITIES & TASKS:
Budgeting
- Conduct research on unit costs and budget variables to ensure that all budget parameters used in budgeting exercises are realistic and current which may referred to the ongoing project spending level;
- Prepare the Regional Office project Budget, the report which compares budget and actual, analyze the report, highlight the significant variance, and propose revision if needed. This includes preparation of budget uploads and the revision thereof;
- Review subgrant budget to ensure consistency with donor-approved budgets. Inform relevant budget holders for any inconsistencies
- Provide inputs in project budget revisions and budget proposal preparation.
Cost Pool Allocation
- Prepare the monthly cost pool allocation which comply with CII financial policies and procedures, and also ensure that the allocation is consistent with donor-approved budget and PAR, as relevant.
- Keep track the cost pool budget balance of each fund code and highlight any possible shortage to the budget holder and supervisor.
- Ensure that the charging of shared personnel (Jakarta and regional sub-offices) aligns with the allocation on each fund code/project budget.
Others
- Ensure that use of extended fund codes, if necessary, is consistent with the reporting requirements to donors;
- Develop training materials relevant for better implementation of finance and accounting policies, systems and procedures
- Accomplish the monthly Personnel Activity Report (PAR) reflecting the actual time spent per funding
- Visits to sub-offices and partners as assigned by the supervisor to assist and train Finance staff in sub-offices and partners and ensure implementation of CARE’s financial procedures.
- Develop training materials relevant for better implementation of finance and accounting policies, systems and policies.
- Any other duties that maybe reasonably assigned by the supervisor, including performance of other staff’s duties within the Finance & Accounting Unit when the respective staff is not in the office or due to the heavy workload in certain area.
