BACKGROUND

The International Catholic Migration Commission (ICMC) is an international operating non-governmental organisation serving and protecting uprooted people-refugees, internally displaced persons and migrants-regardless of faith, race, ethnicity or nationality. ICMC advocates for rights-based policies and durable solutions directly and through a worldwide network of member bishops conferences, and alongside government and non-governmental partners.

ICMC has been awarded a grant from the Ford Foundation for a sixteen-month project to promote access to remittances among poor and disadvantaged migrants from selected rural areas of Indonesia through the formation of migrant workers’ organizations, microfinance institutions and self help groups.

JOB PURPOSE

The Program Officer will be responsible for the supervision of ICMC remittance project in Indonesia. S/he will lead daily, on-site management, coordination, and liaison functions in the carrying out of this new ICMC project. Further, the PO will be responsible for providing financial, narrative and statistical reporting according to donor requirements and ICMC internal policies and for building relationships with partners, local government representative and financial institutions. S/he will ensure the achievement of project objectives, indicators, and deliverables.

KEY ROLES AND RESPONSIBILITIES

Program and Finance Management

  • Supervise the implementation of the ICMC remittance project in South Sulawesi;
  • Design and conduct a field assessment mission to generate remittance-related information which will be compiled into an assessment report;
  • Develop training modules, evaluation and impact assessment tools;
  • Organize and deliver training and/or informative workshop events on product marketing and the role of foreign remittances;
  • Ensure that all donor requirements, project goals and objectives are well understood and strictly adhered to by the local implementing partner’s staff;
  • Design and conduct a baseline study to identify the volume and channels of foreign remittances, as well as remittances behaviours and expectations;
  • Provide technical support to the implementing partners and to local government authorities;
  • Provide overall supervision of the project budget and ensure all expenditures are within the specific budget lines and not exceeding the set limits;
  • Ensure the timely and quality accountability of the local partners and adherence to the best accounting practices by the partner’s accountants;
  • Ensure timely and quality reporting on the project activities and progress on the targets met as per the set deadlines, including regular production of monthly narrative and financial project reports;
  • Produce a final evaluation report on the project to inform on its impact and effectiveness

Coordination and Communication

  • Maintain regular communication with ICMC Indonesia and the ICMC HQs in Geneva as appropriate;
  • Establish and maintain transparent and productive communications with local partner staff;
  • Represent ICMC with government authorities, financial institutions and local stakeholders as appropriate

Other

  • Perform any other duties as required by the program

QUALIFICATIONS AND KEY COMPETENCIES

  • Qualified with a relevant university degree;
  • An academic background in financial services will be considered an asset;
  • Minimum (3) three years increasingly responsible working experience in microfinance;
  • Knowledge of remittances, migration and development;
  • Experience in project implementation through local partners;
  • Ability to work under tight deadlines and with minimal support;
  • Proficiency in English (verbal and written);
  • Preferably a native of South Sulawesi with knowledge of the local culture and dialect;
  • Advanced command of MS Office and other computer programs;
  • Excellent communication and team working skills;
  • Willingness to be posted in Bone, South Sulawesi

CONDITIONS OF CONTRACT

Compensation will be commensurate with skills and experience. A fixed term renewable contract will be offered to the person selected.
